Hi,are these handlebars correct for 1949?

No, they are not. '49-'52 45 solo springer bars and Servi-Car bars to '57 use different control parts. Those are '48 and earlier bars.

Your speedo is also not original it is repop.

Are my 48 handlebars worth more than the 49 handlebars?I just want to know if I can sale mine without losing any money.And what is a fair price to pay for one?thanks

No, they are not. The '49-'52 Speedster bars are rare and expensive. Probably the reason the earlier bars are on your bike. The Buckhorns are a bit easier to find since Servi-Cars used them until '57.
